Nicht nur die Aufgaben und Pflichten der wichtigsten Beamten sollen aufgezeigt werden, sondern vielmehr die chronologische Entwicklung der mter im Laufe der Zeit, insbesondere im Hinblick auf die zunehmende Demokratisierung Athens der klassischen Periode und deren Konsequenz auf das Amt. Denn das Amt in der archaischen Zeit ist keinesfalls dem der Demokratie gleich: Der sukzessive Verlust der Bedeutung, die Entwicklung von der Wahl zur (reinen) Losung, die Erweiterung der Anzahl der mter und der augenscheinliche Widerspruch zwischen Wahl und Losamt (und die damit verbundenen Aufgaben) sind Merkmale der mtergeschichte Athens vom siebten bis zum vierten Jahrhundert.
