In Zeiten des Fachkrftemangels ist fr die Wirtschaft und Politik die Arbeitnehmerfreizgigkeit eine Chance, den demografischen und arbeitsmarktpolitischen Herausforderungen zu begegnen. Die Zahl der offenen Stellen fr Hochqualifizierte in Deutschland steigt und die Unternehmen haben groe Probleme mit der Stellenbesetzung, weil geeignete Bewerber fehlen. Die Freizgigkeit auf dem Arbeitsmarkt ist als Hoffnung zu sehen, einen Teil der Fachkrftelcke und Engpsse in einigen Bereichen, Berufen und Regionen zu schlieen. Im Mittelpunkt der Abschlussarbeit zur Betriebswirtin (VWA) steht die ffnung des deutschen Arbeitsmarktes fr die EUBeitrittsstaaten aus Mittel und Osteuropa. Analysiert wird am Beispiel der Arbeitsmigration von Polen nach Deutschland im Zusammenhang mit dem Fachkrftebedarf in Deutschland. Nach einer Einleitung wird im Kapitel 2 zunchst die historische Entwicklung der Europischen Union und die bergangsphasen, das so genannte 2+3+2 Modell, erlutert. Anschlieend werden die rechtlichen Bestimmungen der Arbeitnehmerfreizgigkeit auf Basis der von der Bundesagentur fr Arbeit verffentlichten Grundlagen vorgenommen. Das Hauptthema des dritten Kapitels behandelt den Fachkrftemangel in Deutschland, die Bedeutung der FachkrfteQualifikationen sowie die Manahmen, die zur Fachkrftesicherung fhren. Vorgestellt werden sowohl Manahmen zur Ausschpfung der inlndischen Potenziale wie Investitionen in die Aus Weiterbildung, bessere Vereinbarkeit von Familie und Beruf und ein lngeres Nutzen des KnowHow von lteren Arbeitnehmern als auch
