Es wurde der Niedergang des Staates verkndet, die zunehmende Entmachtung der Legislative, des Rechtssystems oder der Gewerkschaften beklagt. Generell scheinen Institutionen (auch wirtschaftliche wie z.B. das Unternehmen) einen Groteil ihrer Bedeutung verloren zu haben, die ihnen noch zu Zeiten von Max Weber, Hans Kelsen oder Joseph Schumpeter zuerkannt wurde. Seit den 1970er Jahren interessierte sich die Politikwissenschaft vorrangig fr policies, was zu einer beinahe vlligen Nichtbeachtung von Institutionen" fhrte.1 Erst seit den 80er Jahren und insbesondere nach den Erfahrungen mit den Transformationsprozessen in den neuen Staaten in Osteuropa (in politischer wie konomischer Hinsicht) machte sich die spte Erkenntnis breit, da policies ohne Institutionen nicht funktionieren.
