Die systemische Rationalisierung mit ihren umfassenden Gestaltungskonzepten wird dabei den Bezugsrahmen der Betrachtung darstellen. Im Mittelpunkt der Betrachtung steht der soziale Prozess der Gestaltung mit den Besonderheiten der Gestaltungsaufgaben und den einzelnen Prozessphasen, und darauf aufbauend werden die Funktionen und Mechanismen der sozialen Steuerung von Gestaltungsprozessen nher erlutert. Als Basis dieser Arbeit dient eine Studie (1993) von Dieter Seitz zur Problematik der sozialen Steuerung von betrieblichen Gestaltungsprozessen: Per Order de Mufti luft nichts".
