Eines der ungelOsten Probleme marktwirtschaftlich orientierter Gesellschaftsordnun gen wie der Bundesrepublik Deutschland ist die Beteiligung der Arbeitnehmer an den Ertragen und an der Eigentumsbildung in der Wirtschaft. Zu dieser Feststellung mu man kommen, obwohl dieses Problem so alt ist wie die "Soziale Frage" selbst und obwohl Forderungen nach einer Gewinnund Kapitalbeteiligung der Arbeitnehmer seit dem immer wieder erhoben worden sind. Vermogenspolitik wird zwar vielfach umfas sender verstanden: So umf t der Begriff nach allgemeinem Verstandnis die politische Einfl nahme auf alle Vermogensarten, so die Sparforderung und Geldvermogensbil dung, die Bausparforderung und die Bildung von Hausund Grundvermogen sowie die Beteiligung am Produktivvermogen. Aber der eigentliche Kern der Vermogenspolitik ist nach Auffassung des Verfassers ausgerichtet auf die in Marktwirtschaften bestehen de Ordnung des Privateigentums an Produktionsmitteln. Danach ist die Vermogenspo litik der politische Ansatzpunkt zur strukturellen Reform marktwirtschaftlich orien tierter Gesellschaftsordnungen, ohne d die grundlegenden Ordnungselemente wie das private Eigentum an Produktionsmitteln und die marktwirtschaftliche Steuerung in ih rer Wirksamkeit beeintriichtigt werden. Zur Losung dieses vermogenspolitischen Problems haben sich in den wissenschaftli chen Analysen und in den Vorschlagen der Parteien und Verbiinde neben "flankieren den M nahmen" VOT allem der Steuerpolitik drei Grundmodelle herausgebildet: die betriebliche und die iiberbetriebliche investive Gewinnbeteiligung und der Investiv lohn.
