von Gerhard Lehmbruch Da die Parteien in der Bundesrepublik Deutschland sich im institutio nellen Rahmen eines fderalen Systems entwickelt haben, hat ihre Struktur und Politik deutlich geprgt. Obwohl dies der Politikwissen schaft wohl vertraut ist, hat es die Parteienforschung bisher weitgehend versumt, die zugrundeliegenden Vermittlungszusammenhnge zu unter suchen. Andererseits hat auch die Fderalismusforschung der Rolle der Parteienstruktur fr das Funktionieren des Bundesstaates wenig Auf merksamkeit gewidmet. Mit der hier vorgelegten Arbeit leistet Josef Schmid einen wichtigen Beitrag zur Ausfllung dieser doppelten Forschungslcke. Die rechts und sozialwissenschaftliche Fderalismusdiskussion ist lange Zeit vom Zentralisierungsklischee beherrscht worden. Fr die politischadmini strativen Beziehungen ist diese Interpretation zwar seit geraumer Zeit durch die Arbeiten von Scharpf und anderen zur "Politikverflechtung" korrigiert worden. Das Zentralisierungsklischee hat aber in der Partei enforschung weitergelebt und ist hier insbesondere auch auf die Ent wicklung der CDU angewendet worden. Die vorliegende Untersuchung zeigt, da das auch hier die Entwicklungslinien und Einflustrukturen erheblich verzeichnet. Dies mu nicht unbedingt zum Schlu fhren, die CDU zeichne sich durch ihre fderativen Elemente vor anderen Parteien aus. Vielmehr denke ich, da eine hnlich angelegte Untersuchung auch fr die SPD nicht zu grundlegend anderen Ergebnissen kommen wrde. Schmids Arbeit ist aber auch ein wichtiger Beitrag zur Diskussion ber die bundesstaatliche "Politikverflechtung". Denn hier hat sich zu nehmend die Vorstellung von einem diesem System eigentmlichen Im mobilismus in den Vordergrund geschoben.
