Die deutsche Wahlsystemreform bildet hierbei jedoch eine Ausnahme: Die Konstitution des neuen Wahlsystems ist zwar das Produkt strategisch handelnder, zweckrationaler Akteure, jedoch wurde der Prozess der Wahlsystemreform erst durch das Urteil des Bundesverfassungsgerichts eingeleitet, das hierfr von seiner bisherigen Rechtsprechungslinie abwich. Die somit eingeleitete Reform bewegte sich innerhalb eines interdisziplinren Spannungsfeldes. Die Vielzahl der Spannungsfelder erschwerte und verzgerte den Reformprozess erheblich.
