Im Rahmen des Seminars ist Deutschlands Auenwirtschaftspolitik von besonderem Interesse. Diese wird aber, da die EUKommission als Verhandlungspartner in der DohaRunde mit einer Stimme auftritt, lediglich indirekt artikuliert. In Abschnitt 2.1 werde ich jedoch zeigen, dass sich deutsche Interessen nahezu vollstndig in der EUPosition wieder finden. In Abschnitt 2.2 wird ein berblick ber die Positionen der Akteure in folgenden Bereichen gegeben: Interne Sttzung (Frdermanahmen, Subventionen), Marktzugang (Zlle), und Exportwettbewerb (Exportsubventionen). Es wird nicht zu viel verraten, wenn man festhlt, dass in den Agrarverhandlungen bereits substantielle Fortschritte gemacht wurden. Warum sich dennoch nicht viel bewegen kann, soll im Abschnitt 2.3 errtert werden. Zum einen zeige ich mit einem spieltheoretischen Ansatz wie sich durch Informationsvorsprung und Vertrauen eine bestimmte Machtkonstellation herausbilden kann, die eine Einigung verhindern oder erschweren kann. Zum anderen wird letztere schon durch die Art der Akteure selbst festgelegt. Das mag trivial klingen, ist aber in diesem Zusammenhang ein entscheidender Punkt. Durch die Bedrfnispyramide von Maslow lsst sich erklren, dass die grundstzliche Perspektive auf die DohaRunde je nach Teilnehmergruppe (Industrie, Schwellen oder Entwicklungsland) variiert gar variieren muss.
