Seit einigen Jahren kursierte der Begriff 'koSteuer' bereits in der politischen Landschaft, nicht zuletzt, weil andere europische Staaten wie Dnemark bereits erfolgreich vergleichbare Manahmen ergriffen hatten. Erst die Regierungsbernahme durch SPD und Bndnis 90/Die Grnen allerdings brachte das Prestigeobjekt des kleinen Koalitionspartners zur Umsetzung. Die Zielsetzung der Bundesregierung bestand hierbei aus zwei Teilen. Einerseits galt es, durch die Umweltsteuer die Verminderung umweltbelastenden Energieverbrauchs zu erzielen. Zum zweiten sollten die Steuereinnahmen genutzt werden, um den Beitragssatz zur gesetzlichen Rentenversicherung stabil zu halten und durch die Verminderung der Lohnnebenkosten einen positiven Beschftigungseffekt zu erreichen. Das Resultat dieser Aufteilung in ein Umwelt und ein Beschftigungsziel wird als Doppelte Dividende bezeichnet. Doch die Ausgestaltung der koSteuer blieb von Kritik nicht verschont. Hauptkritikpunkte waren die Steuersatzdifferenzierung durch Sonderregelungen fr bestimmte Unternehmen und die falsch gewhlte Anknpfung am Energieverbrauch als Steuertatbestand. Diese und andere Argumente werden in der wissenschaftlichen Diskussion angefhrt, um an der Effizienz der kologischen Steuerreform, insbesondere in Bezug auf ein kologisches Ziel, zu zweifeln. Die vorliegende Arbeit soll die Frage beantworten, inwieweit die kologische Steuerreform in Deutschland zu einer Wohlfahrtssteigerung in Form der Doppelten Dividende mit Fokus auf das Umweltziel gefhrt hat bzw. fhren kann.
