In dieser Studie wird die sogenannte «Europäische Union der zwei Geschwindigkeiten» nicht als Notlösung, sondern vielmehr als praktikables Zwischenziel auf dem Weg in eine gesamteuropäische Währungsunion konzeptionell aufgegriffen und gestaltet. Mit der detaillierten Konstruktion eines konvergenzorientierten, mehrstufigen Wechselkurssystems wird ein gangbarer Weg gezeigt, die spätere Integration der Randstaaten aktiv zu fördern, ohne daß dabei die Währungsstabilität des Kerns gefährdet wird.
