Die Richtlinien der Regierungserklrung des Berliner bergangssenats fr die Zeit bis zu den Neuwahlen im Herbst 2001 beinhalten u.a. das Vorantreiben der effizienten Modernisierung des ffentlichen Dienstes. Als dafr notwendig erachtet wird eine weitere Personalkostenreduzierung um eine Milliarde DM [vgl. Senat von Berlin 26.06.2001, S. 10]. Eine Milliarde DM Personalkosteneinsparung, das entspricht einem Volumen von rund 15.000 Stellen im ffentlichen Dienst [vgl. Berliner Zeitung 02.08.2001, S. 22]. Die Berliner Verwaltung soll sich zu einem Dienstleistungsunternehmen entwickeln. Wichtigster 'Produktionsfaktor' stellt dabei ein motiviertes Personal dar, das gute, kundenorientierte Leistungen erbringt und den Weg der geplanten grundlegenden Umstrukturierungen mitgeht. Einen wichtigen Teil des Modernisierungspakets stellt daher der Aufbau eines modernen Personalmanagements dar. Nach nunmehr sieben Jahren Verwaltungsreform im Land Berlin beschftigt sich die Verfasserin, selbst Angestellte in der Berliner Verwaltung, mit der Frage, ob sich die Modernisierung der ffentlichen Verwaltung nicht, insbesondere hinsichtlich der avisierten Ziele des Personalmanagements, ausschlielich in einem Personalabbaumanagement erschpft. Hierzu werden zunchst die Struktur und die Merkmale der ffentlichen Verwaltung beschrieben. Dann werden die heutigen Anforderungen aufgezeigt, um schlielich die Art und den Umfang des Reformbedarfs zu verdeutlichen
