Trotz zahlreichen Gesundheitsreformen und Kostendmpfungsgesetzen konnte eine nachhaltige Stabilisierung der GKVFinanzierung nie erreicht werden. Im Rahmen des Bundestagswahlkampfes 2005 entstand eine heftige Diskussion ber unterschiedliche Reformkonzepte zur Sicherung der Zukunftsfhigkeit des Gesundheitssystems. Die Unionsparteien konzentrierten sich dabei auf eine als Gesundheitsprmie bezeichnete Reformoption, welche eine Abkopplung der GKVFinanzierung vom Faktor Arbeit vorsah. SPD und Grne bevorzugten hingegen die Einfhrung einer Brgerversicherung, die als Grundgedanke die Ausweitung des Versichertenkreises auf alle Brger vorsah. Durch das schwierige Ergebnis der Bundestagswahl 2005 und der daraus resultierenden Koalition aus CDU, CSU und SPD, wurde ein Weg gesucht, die unterschiedlichen Positionen der drei Parteien zu bndeln und ein tragbarer Kompromiss zu gestalten. Herausgekommen ist der Gesundheitsfonds, welcher im Rahmen des GKVWettbewerbsstrkungsgesetzes zum 01. Januar 2009 in Kraft getreten ist. In dieser Arbeit werden die drei Reformvorschlge Gesundheitsprmie, Brgerversicherung und Gesundheitsfonds einer konomischen Analyse unterzogen. Dabei soll anhand der Kriterien Beschftigungsfreundlichkeit, Gerechtigkeit und Nachhaltigkeit untersucht werden, welches der Modelle aus konomischer Sicht zu befrworten ist. In den Kapiteln 2 und 3 wird die Ausgestaltung des GKVSystems vor Einfhrung des Gesundheitsfonds erlutert und auf Defizite hin untersucht. In den Kapiteln 4, 5 und 6 werden die einzelnen Reformvorschlge vorgestellt und einer konomischen Analyse unterzogen.
