Nach einer definitorischen und historischen Einfhrung des Verbandsbegriffs und der Verbnde, sollen im Wesentlichen folgende Fragen beantwortet werden: Nach der bundesrepublikanischen Verfassung nehmen die Verbnde eine mehr oder weniger bestimmte Rolle ein. Welche Rolle ist das und werden die Verbnde dieser Rolle gerecht? Wer sind die Adressaten von Verbandseinfluss und mit welchen Methoden wird versucht, Interessen durchzusetzen? Welche demokratietheoretischen Probleme ergeben sich ferner aus der Verbandswirklichkeit und was ist diese Verbandswirklichkeit? Diese Frage fhrt abschlieend zu jener, ob und wie sich die Wirkung der Verbnde verndern lsst und wie so Demokratiedefizite abgebaut werden knnen.
