GESVP) sind aufgrund ihrer besonderen, lediglich nur teilweise rechtlich voll integrierten Stellung in der EU strukturell sehr komplex und daher von einer groen Masse an verschiedensten Parametern beeinflusst. Auf der Rahmenebene sind dies die strukturellrechtlichen Themen, die aufgrund der halb vertikalen und halb horizontalen Stellung der GASP nie vereinfacht isoliert auf EUEbene betrachtet werden knnen. Gleiches gilt fr die Weichenstellungen auf der politischen Ebene, welche ebenfalls eines vielparametrigen Entscheidungsprozesses, bedingt durch die asymmetrischen Rechts und Regelungsstrukturen in den einzelnen Mitgliedstaaten, unterliegen, wie auch in der operativen Umsetzung. In der logischen Konsequenz hat die EU aufgrund dieser komplexen Voraussetzungen hinsichtlich ihrer Entscheidungseffektivitt bzw. fhigkeit und Durchschlagskraft in der Vergangenheit Defizite bei der praktischen Umsetzung der Gemeinsamen Sicherheitspolitik offenbart, aus militrischer Sicht insbesondere die Abhngigkeit zu den USA. Beispielhaft stehen hierfr der BalkanKrieg, der Krieg in Afghanistan und der IrakKrieg. Nach einer kurzen terminologischen Einleitung erfolgt zunchst ein historischer berblick ber die Entwicklung der GASP vom Ende des zweiten Weltkriegs bis zur Grndung der Europischen Union 1992, ausfhrlicher wird des Weiteren auf die wichtigsten europarechtlichen Etappen seit Grndung der Europischen Union sowie die auervertraglichen Entwicklungen eingegangen.
