Rechtsmngel allein reichen nicht aus, um die unterschiedlichen Teilhabechancen von Frauen zu begrnden. Entgegen landlufiger Annahmen ist auch ein hoher konomischer und soziokultureller Modernisierungsstandard noch kein Garant fr die Angleichung der Erwerbsbeteiligungschancen. Entscheidend ist vielmehr, da der Staat die Gleichstellung der Frauen im Arbeitsleben durch aktive Manahmen untersttzt.
