Der vieldiskutierte Artikel 72 II GG, der die Herstellung gleichwertiger Lebensverhltnisse' formuliert, soll Gegenstand der vorliegenden Arbeit sein. Untersucht werden soll hierbei, inwieweit der Artikel als staatsrechtliche Leerformel oder als poltischkulturelles Leitbild verstanden werden kann. Dies soll vor allem auf staatsverfassungsrechtlicher und auf politikwissenschaftlicher Ebene passieren. Der nicht minderrelevanten Ebene der Sozialwissenschaft beschftigt sie sich seit jeher mit Ungleichheittheorien und soziologien kann aus Platzgrnden kein eigenes Kapitel gewidmet werden. Ohne Anspruch auf ohnehin unerreichbare Vollstndigkeit kommt sie jedoch durch zwei ihrer Vertreterinnen Claudia NEU und Eva BARLSIUS in Kapitel 2 zu Wort. Kapitel 1, das die Ebene des Staatsverfassungsrechts abhandelt, befasst sich unter anderem mit der Neufassung des Artikels 72 und dem Spannungsverhltnis zwischen Bund und Lndern. Kapitel 2 weist auf die Demographieprozesse und ihre mgliche Ursache, die regionalen Disparitten hin. Besonderes Augenmerk hierbei liegt auf den innerdeutschen Wanderungsprozessen, vor allem aber der Abwanderung aus Ostdeutschland. Zu guter letzt wird am Fallbeispiel des Bundeslands Bayern der Umgang mit regionalen Disparitten und die Herstellung gleichwertiger Lebensverhltnisse' in der politischen Praxis skizziert. Die Auswertung der verwendeten Literatur fhrt zu der zentralen These der vorliegenden Arbeit, dass es sich bei der Gleichwertigkeit der Lebensverhltnisse und ihrer Herstellung um eine Misch
