Diese Frage zielt sowohl auf die verfassungsrechtlichen Grundlagen fr Menschen und Grundrechte sowie ihre Umsetzung, also die Verfassungswirklichkeit. Die empirische Untersuchung der grundrechtspolitischen Situation in Litauen beginnt mit der Untersuchung der strukturellen Voraussetzungen fr die Existenz und Durchsetzung von Grundrechten, nmlich dem Vorhandensein rechtsstaatlicher Sicherungsmechanismen. Es schliet sich die Bestimmung des Umfangs und der Stellung der verschiedenartigen Grundrechte in der Verfassung an. Neben drei verschiedenen Grundrechtskategorien wird auch die Frage der Minderheitenrechte behandelt. Es folgt eine Untersuchung der Umsetzung dieser Rechte in der Realitt, wobei auch das Funktionieren der rechtsstaatlichen Strukturen von Bedeutung ist. Schlielich findet auf der Basis der durch die empirische Untersuchung gewonnenen Erkenntnisse ein Vergleich der grundrechtspolitischen Situation zwischen Litauen und Deutschland statt, das als eines der Grnderstaaten exemplarisch fr die Europische Union stehen soll.
