Zweifellos leidet die MaastrichtDebatte nicht nur in Deutschland daran, da die Schwche von Regierungen und ein konjunktureller Abwrtstrend zusammentreffen. Die Komplexitt der Materie und die 'Unlesbarkeit' des Vertrages tragen sicherlich zur Konfusion in der ffentlichen Auseinandersetzung bei. hnlich wie Wahlen zum Europischen Parlament viel eher nationale 'Nebenwahlen' sind als Entscheidungen ber europapolitische Streitfragen, haben die Stimmbrger bei den Volksabstimmun gen ber Maastricht auch fr oder gegen ihre Regierung votiert.
