Diese Auswirkungen knnen positiv oder negativ sein. Natrlich besteht bei positiven externen Effekten kein konomischer Zwang zur Internalisierung, da kein zweites Wirtschaftssubjekt geschdigt wird. Anders ist dies jedoch bei negativen Auswirkungen externer Effekte. Das Ziel der Internalisierung ist es, das Wohlfahrtsniveau aller Beteiligten und der gesamten Volkswirtschaft zu optimieren und die durch den Effekt verursachten sozialen Kosten in ein Gesamtkostenkalkl aufzunehmen. Zu diesem Zweck wurden durch zahlreiche bekannte konomen wie Arthur Cecil Pigou oder Ronald Coase Modelle entwickelt, welche auf unterschiedliche Art und Weise versuchen, den entstandenen Schaden mglichst wohlfahrtsoptimal auszugleichen. Die vorliegende Arbeit soll zunchst durch den Vergleich privater und ffentlicher Gter die genaue Entwicklung externer Effekte hervorheben und anhand grafischer und formaler Darstellung deren Auswirkungen verdeutlichen. Darauf aufbauend werden die oben angesprochenen klassischen Internalisierungsmodelle vorgestellt sowie deren Vor und Nachteile erarbeitet. Dabei wird sich die Arbeit auf die vier bekanntesten Internalisierungsmodelle beschrnken, welche teilweise sehr unterschiedliche Anstze bieten. Im letzten Abschnitt der Arbeit wird mit der Analyse des KyotoProtokolls der derzeit wichtigste und am meisten diskutierte externe Effekt erlutert. Die Analyse soll kritisch verdeutlichen, ob die Ausarbeitung des KyotoProtokolls, die teilnehmenden Staaten und die darin enthaltenen Mechanismen hilfreich sind, um dem externen Effekt der Treibhausgasemission, der Erderwrmung, entgegenzuwirken.
