Die Bevlkerung in Deutschland schrumpft, aber die Infrastruktur lsst sich nur sehr schwer anpassen.' Dieses beschriebene Szenario zeigt ansatzweise, wie sich die Kommunen in den nchsten Jahren verndern werden und wandeln mssen, wenn ihre Bevlkerungszahlen sinken und sich ein Groteil der Einwohner gleichzeitig im Rentenalter befindet. Der Geburtenrckgang, der sich nach 1962 weiter fortsetzt , hat sich so verstrkt, dass die Bevlkerungszahlen weiter einen negativen Verlauf nehmen. Diese Tendenz fhrt innerhalb der Kommunen zu einer sich verschlechternden finanziellen Lage mit einer zunehmenden hheren sozialen Belastung. Die steuerlichen Einnahmen gehen zurck, so dass der Bund und die Lnder die zunehmenden Kosten nicht komplett bernehmen knnen und somit in Teilen den Kommunen anrechnen werden. Die kommunalen Probleme werden in dieser Arbeit im Kontext mit dem Wegfall des sozialen Wohnraums, der Privatisierungswelle und des sozialen Stadtkonzeptes erlutert werden. Der Schwerpunkt der Analyse liegt auf der demografischen Entwicklung, um mgliche Vernderungen der sich verndernden Situation festzustellen. Die Kommune selbst, die dazugehrige aktuelle Wohnsituation und die Vernderungen, die der Geburtenrckgang und die Zunahme der lteren Menschen mit sich bringen, sind die Hauptaspekte, mit denen sich diese Analyse beschftigen wird. Die Konsequenzen, die daraus resultieren knnen, werden fr das zuknftige kommunale Handeln abschlieend herausgearbeitet
