Globalisierung und weltweite Rezession), vom technologischen Wandel (z.B. Internet), von politischen Vernderungen (z.B. Europischer Einigungsprozess), von der demografischen Entwicklung (z.B. Geburtenrckgang) und vom Klimawandel (z.B. Zunahme von Naturkatastrophen), um nur einige Vernderungsprozesse zu nennen. Diese komplexen und dynamischen Umweltphnomene verlangen auch von Organisationen neue oder zumindest andere Problemlsungen als bisher. So beginnen Vernderungen immer in den Kpfen der Menschen. Obwohl die Vernderungen seit lngerem bekannt und verschiedene Verwaltungsreformen, nicht zuletzt in den neunziger Jahren des letzten Jahrhunderts durch das New Public Management', angestoen wurden, stellen die erzielten Ergebnisse nicht zufrieden. Vielfach scheitern Projekte daran, dass der Faktor Mensch und damit Emotionen, Macht, Konflikte, Wahrnehmung und Motivation zu wenig in den Vordergrund gerckt wurde. Eine nur begrenzte Modellierung des Organisationswandels, die mangelnde Bercksichtigung der Verwaltungskultur und die unzureichende Frderung von organisationalem Lernen geben weitere Anhaltspunkte dafr. Die Fhigkeit, sich an stetig wandelnde Anforderungen anzupassen, ist die Voraussetzung dafr, dass Organisationen auf Dauer ihren Fortbestand sichern knnen. Diese Folgerung bedingt, dass das Lernen immer mehr in den Fokus der Sozialwissenschaften rckt. Unter Einbeziehung organisationaler Lernstrukturen wird Systemen die Mglichkeit erffnet, relevante Vernderungen ihres Umfeldes umzusetzen. Das Erkenntnisinteresse sehe ich7 darin begrndet, die relevanten Umweltvernderungen eines Phnomens auf der Grundlage kognitiver Lerntheorien zu entziffern und daraus den Umsetzungsgrad von organisationalem Lernen abzuleiten.
