Zugegebenermaen kommt man bei einer Analyse der napoleonischen Polizei nicht an den Persnlichkeiten Napoleons und Fouchs vorbei, doch der Komplexitt des napoleonischen Sicherheitsstaates" wird man mit der Ausarbeitung einer simplen Biographie Fouchs sicherlich nicht gerecht. Daniel Halvy kann so sehr er offensichtlich die Bedeutung der Polizeistrukturen fr das Regime Napoleons erkennt auch nicht Recht gegeben werden, wenn er die Missachtung der Organisation der Polizei durch die Geschichtswissenschaft mit der schlechten Quellenlage entschuldigt. Historiker wie Jean Tulard und Ernest d'Hauterive haben in ihren hervorragenden Werken zur napoleonischen Polizei bewiesen, wie viel Quellenmaterial in den franzsischen Archiven wirklich erhalten blieb.
