Die HIPCStaaten haben sich im Rahmen des Schuldenerlasses gegenber der Weltbank dazu verpflichtet, nationale Strategiepapiere zu erstellen und die, aufgrund des Erlasses eingesparten ffentlichen Mittel, fr die Armutsbekmpfung einzusetzen. Die Poverty Reduction Strategy Paper' (PRSPs) sollen zudem einen Rahmen fr die Geberkoordinierung schaffen, an dem sich zuknftig die Programme der Entwicklungsbanken und des IWF, aber auch die der bilateralen und multilateralen Geber orientieren. Die Grundprinzipien des PRSPAnsatzes bestehen in der bertragung der Verantwortlichkeiten auf die betroffenen Lnder selbst (ownership') und einer breiten Einbindung zivilgesellschaftlicher Akteure (participation') in den Gestaltungsprozess. In vielen Regionen des subsaharischen Afrikas verschrfen sich jedoch vor dem Hintergrund fundamentaler Entwicklungskrisen die gesellschaftlichen Widersprche und Verteilungskmpfe. Deformierte bzw. fehlgeschlagene Modernisierungs und Transformationsprozesse manifestieren sich und lassen eine wachsende Politisierung von Gesellschaftszusammenhngen erkennen. Die steigende Anzahl von Lndern mit nicht mehr beherrschbaren Zahlungsbilanz und Verschuldungsproblemen, enormen Einkommensunterschieden und einer unzureichenden sozialen Grundversorgung der Bevlkerung, verdeutlichen das globale Geflle zwischen den Industrienationen des Nordens' und den Lndern des Sdens'.
