Wie in vielen Feldern der Sozialpolitik, so spiegelt sich besonders bei den verschiedenen Systemen der Altersicherung die Frage wider, welche Rolle der Staat bei der konkreten Ausgestaltung spielt, bzw. inwieweit andere Steuerungsmuster wie etwa ein marktbasiertes System oder die Familie die dominierende Rolle bei der Wohlfahrtsproduktion einnehmen. Gosta EspingAnderson konstruiert in seinem Hauptwerk The Three Worlds of Welfare Capitalism' eine idealtypische Trias, in der das Alterssicherungssystem jeweils einem bestimmten WohlfahrtsstaatTypus zuzuordnen ist. Er unterscheidet zwischen einem sozialdemokratischen, einem liberalen und einem konservativen Wohlfahrtsstaat, die alle drei bestimmte Kriterien, wie etwa den Grad der Dekommodifizierung, die Startifizierung oder die Rolle von Markt, Staat und Familie, aufweisen. Abgesehen davon, dass sich einige Lnder nicht mit dieser Kategorisierung fassen lassen, ist die Theorie EspingAndersons fr die hier angedachte Untersuchung eines mglichen Pfadwechsels innerhalb eines der idealtypischen Modell jedoch nicht sehr hilfreich. Wandel kommt in dem sehr deterministischen Modell kaum vor, geschweige denn wird er erklrbar. Dies liegt unter anderem daran, dass EspingAndersons Theorie stark pfadabhngig konstruiert ist, was verschiedene Konsequenzen nach sich zieht: Das Moment historischer Vernderung und damit die Akteursebene kann weitgehend ausgeblendet werden.'
