Hierbei sollen nicht nur die Vernderungen in der Parlamentszusammensetzung dargestellt werden, zudem wird vorangehend ein berblicksartiger Vergleich der jeweiligen politischen Systeme angefhrt. Die Zielsetzung ist erstens, Unterschiede und Gemeinsamkeiten herauszuarbeiten, um in diesen beiden Fllen den Begriff des skandinavischen Modells zu be oder zu widerlegen. Der Fokus richtet sich hierbei auf die Aspekte Exekutive und Legislative. Besonders das Verhltnis beider Elemente zueinander wird exemplarisch analysiert. Um Zusammenhnge zu verdeutlichen, werden jeweils die politische Praxis und die politische Kultur miteinbezogen. Wie gezeigt wird, herrscht in den Parlamenten beider Lnder eine vergleichsweise hohe Fragmentierung, was die vertretenen Parteien betrifft. Gleichzeitig weisen sie aber eine relativ hohe Stabilitt auf. Diese Tatsache ist von zum Teil hnlichen, zum Teil von verschiedenen Prozessen begnstigt. Zweitens hat diese Arbeit also das Ziel, diese Prozesse zum einen nher zu beleuchten und zu bestimmen. Hierdurch soll abschlieend herausgearbeitet werden, inwiefern in Norwegen und in Finnland mit dieser Fragmentierung umgegangen wird, so dass handlungsfhige Regierungen bestehen knnen.
