Das geldpolitische Ziel, welches von der EZB ausgegeben wird, ist die Wahrung der Preisstabilitt, im Artikel 105 Absatz 1 des EGVertrages auch schriftlich dargelegt. Zur Durchsetzung dieses Ziels, wurde der EZB und den nationalen Zentralbanken nach Artikel 108 des EGVertrages Unabhngigkeit zugesichert.1 Im Einklang mit diversen Meinungsumfragen in der europischen Bevlkerung wrde der Groteil das Leben am liebsten weder mit Inflation noch mit Deflation bestreiten. Das ausgegebene Ziel der Preisstabilitt bewirkt, dass die Geldpolitik auf das wirtschaftliche Wohlergehen aller ausgerichtet ist, also gleichbedeutend mit hoher wirtschaftlicher Aktivitt und Beschftigung. Dies bedeutet auf Dauer, den Menschen einen stetigen Anstieg des Lebensstandards zu gewhrleisten.2 Die EZB hat das Ziel folgendermaen definiert: Price stability shall be defined as a yearonyear increase in the Harmonised Index of Consumer Prices (HICP) for the euro area of below 2%.'3 Demzufolge ist das Ziel der EZB eine jhrliche Inflation von weniger, jedoch so nahe wie mglich des 2%Wertes in den Eurolndern zu erreichen. Diese Aussage wurde dann in 2003 erweitert, indem dieses Ziel ber die mittlere Frist fr den Fall unerwarteter Marktstrmungen erreicht werden sollte. Die EZB stellte jedoch nicht klar, welcher Zeitraum damit gemeint ist.4 Oft wird gesagt, dass es fr die EZB vielleicht von Vorteil gewesen wre, zunchst ein hheres Inflationsziel auszugeben und dieses dann ber die Zeit zu reduzieren.5
