Atmosphrisch werden die Auslnder nun von einem Schleier der Vorbehalte, der Ablehnung und oft auch des Fremdenhasses umgeben. Sie fhlen sich in dieser Zeit strker als je zuvor mit ihren psychosozialen Problemen allein gelassen. Von den Diensten, die sich am intensivsten mit den psychosozialen Pro blemlagen der Auslnder befassen, sind die nationalitts spezifischen Sozialen Beratungsstellen der Wohlfahrtsverbnde zu nennen. Die hier ttigen Fach krfte weisen seit Jahren auf einen wachsenden Notstand hin, sehen sich aber zunehmend mit der Erwartung konfrontiert, die finanziellen Lasten fr die Betreuung und Beratung von Personen auslndischer Herkunft allmhlich abzubauen, da ihre Integration inzwischen als gelungen angesehen wird. Eine solche Erwartung beruht jedoch auf einer Fehleinschtzung und Verkennung der tatschlichen Verhltnisse. Die inzwischen wirksam gewordene Freiz gigkeit innerhalb der EG fhrte zu einer erhhten Mobilitt und einem ver strkten personellen Austausch der hier anwesenden Auslnder, was zur Tradierung persnlicher Notzustnde beitrgt.
