Einleitung Agencies und Agencification sind viel diskutierte Themen im Bereich der Verwaltungsforschung. Agenturen liefern einen groen Teil der Arbeitspltze fr Angestellte im ffentlichen Dienst und bernehmen immer mehr Aufgaben ihrer bergeordneten Ministerien. Gerade in Westeuropa hat in den letzten zwei Jahrzehnten ein Umbruch in diesem Gebiet stattgefunden, der sich im Wesentlichen auf das Konzept des New Public Management zurckfhren lsst. New Public Management (nachfolgend: NPM) stellt eine Richtung der Verwaltungsreform dar. Es werden Techniken innerhalb der Verwaltungsarbeit angewandt, die ursprnglich im privatwirtschaftlichen Bereich genutzt wurden. In der Grundidee des NPM sind Strmungen aus PublicChoice und PrincipalAgentTheorien sowie aus weiteren Anstzen verankert, weshalb sich viele Autoren nicht ber einen widerspruchsfreien Ansatz einig sind. Grundstzlich ist das NPM jedoch als Versuch zu sehen, durch Einfhrung bestimmter wirtschaftlicher Effizienzmerkmale die Leistungsfhigkeit innerhalb der ffentlichen Verwaltung zu verbessern. Dazu gehren Zielvereinbarungen, Kundenorientierung, eine Umstrukturierung des Beamtenstatus, eine grere Marktorientierung und die Entpolitisierung der Verwaltung. In Grobritannien vor allem whrend der ThatcherRegierung eingefhrt und nach den 1980er Jahren radikal ausgefhrt, wird das NPM in Deutschland, allerdings weniger hartnckig, unter dem Begriff Neues Steuerungsmodell' angefhrt (Greenwood et.al. 2002: 18). ...
