Noch wird Umweltpolitik in Deutschland stiefmtterlich behandelt, trotz seiner bisherigen Vorreiterrolle Deutschlands im Bezug auf Umweltschutz und eines ausgeprgten Umweltbewusstseins. So waren 2004 92 % der Bevlkerung berzeugt, dass Umweltschutz eine wichtige politische Aufgabe sei (Kuckartz 2005: 4). Dies mag zum einen am noch jungen Politikfeld Umwelt liegen, zum anderen scheint in Zeiten zunehmender geistiger Verarmung durch die Massenmedien und Arbeitslosigkeit das Problembewusstsein verzerrt. Anlsslich einer Warnung des konom Nicholas Stern, der, sollte die Politik den Kurs nicht ndern, den Schaden der Umweltverschmutzung auf 20 Prozent der Weltwirtschaft bezifferte, erklrte Bundesumweltminister Sigmar Gabriel: Dabei gilt auch fr uns was Stern sagt: Wir mssen mittelfristig ein Prozent unseres Bruttoinlandsprodukts fr Klimaschutz ausgeben. Das wren gut 22 Milliarden Euro. Nichts zu tun wird mindestens fnfmal so teuer' (Spiegel 06.11.06: 92). Dabei sorgen der Bund, die Industrie, private und ffentlicher Verbnde, sowie Kommunen und Lnder derzeit mit jhrlich 29,49 Milliarden Euro fr ihre Umwelt. Dem Umweltministerium kommt dabei eine wichtige Rolle als Steuerungs und Verteilungszentrale zu. In England nimmt das Umweltministerium eine hnlich herausragende Stellung ein und verwaltet 2007 einen Jahresetat von 14,25 Milliarden Euro, jedoch ohne Einbeziehung privater und ffentlicher Trger sowie ohne Industrie.
