Diese Fragestellung soll nach der Analyse ausgewhlter Fallbeispiele auf Ostdeutschland bezogen werden. Die Ursache dafr ist die wirtschaftliche Entwicklung dieser Region. Diese entspricht im Allgemeinen nicht dem, was sich Politik, Wirtschaft und Gesellschaft nach den bisherigen finanziellen Anstrengungen vom Aufbau Ost versprochen haben. Ostdeutschland hat trotz der immensen finanziellen Zuschssen aus dem EU Frdertopf und den alten Bundeslndern Anfang der 90er Jahre den Status eines Problemgebietes in EU Raum immer noch nicht hinter sich lassen knnen. Von einem selbsttragenden Aufschwung ist die Region auch angesichts der anhaltenden Stagnation der gesamtdeutschen Wirtschaft weit entfernt. Das hat in der Vergangenheit des fteren zu ffentlichen Debatten darber gefhrt, ob die bisherige Mittelwahl zur berwindung des Stillstandes im wirtschaftlichen Aufholprozess die richtige ist, oder ob eventuell auch andere Wege eingeschlagen werden sollten. In diesem Zusammenhang ist das Konzept einer Sonderwirtschaftszone" des fteren erwhnt worden . Um bewerten zu knnen, ob eine ostdeutsche Sonderwirtschaftszone Erfolg versprechend ist, werden auf dem Weg dahin bereits vorhandene Konzepte zur Herausbildung von Sonderwirtschaftszonen betrachtet. Des Weiteren werden die regionale Umsetzung sowie die wirtschaftliche Effizienz existierender Sonderwirtschaftszonen bercksichtigt. [...]
