Arbeitslosigkeit ist eines der dringlichsten Probleme in marktwirtschaftlich verfaten Demokratien am Ende des 20. Jahrhunderts. Nur wenigen Lndern gelang es in den vergangenen Jahren, die Arbeitslosigkeit zu senken. Sehr viele andere Staaten hatten hingegen mit steigenden Arbeitslosenraten zu kmpfen. Zu diesen gehren bis 1994 die skandinavischen Lnder. Noch in den achtziger Jahren wurden sie als Beispiele fr einen von der Sozialdemo kratie geprgten Weg zur Vollbeschftigung gepriesen. Weshalb diese Er folgsgeschichte in den frhen neunziger Jahren so jh zu Ende ging, ist Thema dieses Buches. Der Fokus ist damit eindeutig auf die nordischen Ln der gerichtet, es kann jedoch durch die strikt komparatistische Anlage dieser Studie deutlich gemacht werden, da die Bestimmungsgrnde fr sinkende Beschftigung und steigende Arbeitslosigkeit in Skandinavien die Entwick lungen in den brigen OECDStaaten mit erklren helfen. Dieses Buch ist die geringfugig berarbeitete Fassung meiner Disserta tion, die im Sommersemester 1997 von der PhilosophischHistorischen Fa kultt der RuprechtKarls Universitt in Heidelberg angenommen wurde. Whrend dieser Arbeit habe ich von verschiedenen Seiten Untersttzung und kritische Anteilnahme erhalten, fr die ich mich an dieser Stelle herzlich bedanken mchte ohne dabei die Verantwortung fr verbliebene Fehler von mir zu weisen. An erster Stelle sind hier meine beiden Doktorvter zu nennen: Prof. Dr. Manfred G. Schmidt hat den Entstehungsproze dieser Arbeit nicht nur aufinerksam und kritisch begleitet.
