Die drei Viten der flavischen Kaiser Vespasian, Titus und Domitian stechen insofern aus diesem Werk heraus, als Sueton zur Zeit aller drei Kaiser lebte. Aus diesem Grund stellt sich die Frage, wie Sueton die drei Flavier darstellte. Dazu eignet sich eine Untersuchung der ffentlichen Handlungen und der Sozialmanahmen besonders, da sie zeigen kann, welchen gesellschaftlichen Stellenwert Sueton jedem von ihnen gab. Fr die Betrachtung der Sozialmanahmen muss aber zuerst untersucht werden, wie die Sozialpolitik in der Zeit der Flavier zu definieren ist. Was ist berhaupt unter Sozialmanahmen in der frhen rmischen Kaiserzeit zu verstehen? Alfldy weist darauf hin, dass es in Rom keine Alternative zur kaiserlichen Macht gab. Die Sozialpolitik wurde durch den Kaiser bestimmt. Somit hing der Umfang der Manahmen fr die societas vom Sozialverstndnis des Kaisers ab. Jeder neue Kaiser konnte die alten Manahmen besttigen oder neue einrichten. Dabei umfassten die Sozialmanahmen weite Bereiche der Innen und Auenpolitik. Sowohl die soziale Versorgung des Volkes in Rom als auch die Sicherung und Integration der Bevlkerung in den Provinzen gehrten dazu. Um eine Aussage ber Suetons Darstellung dieser Manahmen treffen zu knnen, ist es also zuerst ntig, die rmische Sozialstruktur der frhen Kaiserzeit zu betrachten und ihre sozialen Manahmen zu skizzieren.
