In diesem stellt er erstmals sein Konzept der VetoSpieler vor, mit dem er alle bisherigen Anstze der klassischen Politikwissenschaft zur Erklrung und Prognose politischer Performanz berwinden wollte. Anstatt politische Systeme nur dichotom einzuteilen wie zum Beispiel in prsidentiell versus parlamentarisch, fderal versus unitarisch, Ein versus Zweikammernsystem oder Zwei versus Mehrparteiensystem versucht Tsebelis mit diesem Ansatz, alle institutionellen Arrangement und politischen Wettbewerbskonstellationen als funktional quivalent zu betrachten' (Kaiser 2007: 464). Denn dies erlaubt einen deutlich greren Stichprobenumfang bei empirischen Untersuchungen und de facto die Mglichkeit zum Vergleich aller politischer Systeme. Vorliegende Arbeit stellt das VetoSpielerTheorem von George Tsebelis sowie dessen Annahmen und Hypothesen vor. Auch auf Kritik am Ansatz soll dabei eingegangen werden. Anschlieend soll der Ansatz auf zwei Beispiele angewandt und auf seine Relevanz berprft werden: einmal am Beispiel des politischen Systems der Bundesrepublik Deutschland und schlielich am Beispiel von Grobritannien. Wie kann die politische Performanz in Deutschland und Grobritannien gem der Theorie von George Tsebelis vorausgesagt werden? Und treffen die Hypothesen bezglich der politischen Performanz in der Realitt auch tatschlich zu?
