Zwischen den Jahren 1990 und 2005 sank die Zahl um 3 %, was einen durchschnittlichen jhrlichen Verlust von 0,2 Prozent bedeutet. Laut OECD Prognosen droht bis zum Jahr 2030 ein weiterer Rckgang der Naturwaldflchen von bis zu 13 Prozent. Die Grnde der Entwaldung sind vielschichtig; der Hauptgrund liegt in der wachsenden Weltbevlkerung und der damit verbundenen gestiegenen Nachfrage nach Holz. Unter Entwaldung versteht man, im Umkehrschluss zur Definition der Aufforstung des IPCC, die durch den Menschen direkt verursachte Vernderung der Nutzung einer Bodenflche durch Wald zur anderweitigen Nutzung. Wlder sind auf Grund ihrer vielfltigen Funktionen, z.B. fr den Schutz der Bden und des Grundwassers, als CO2Speicher, als Lebensgrundlage oder als erneuerbare Rohstoffquelle ein unverzichtbarer Bestandteil der Lebensgrundlage der Erde. Auf Grund dessen muss es eines der dringendsten Ziele der globalen Umwelt und Klimapolitik sein, die Entwaldung zu stoppen und die Wlder wieder aufzuforsten. Das nachfolgende Kapitel zeigt die vlkerrechtlichen Grundlagen der Staatengemeinschaften gegen die Entwaldung bzw. fr den Schutz der Wlder auf. Da es bisher an einem internationalen rechtsverbindlichen Instrument, wie einer Waldkonvention, fehlt, wird lediglich auf die wichtigsten vlkerrechtliche Vertrge, Beschlsse und Resolutionen internationaler Organisationen sowie auf regionale Initiativen und Programme eingegangen. Diese werden dabei chronologisch nach ihrem Abschlussdatum dargestellt.
