Aufgrund der seit den 1970er Jahren stetig sinkenden Wahlergebnisse der VP ist es fraglich, ob die sterreichische Volkspartei berhaupt eine 'Volkspartei' im eigentlichen Sinne des Namens ist. Auch Mller (2005) stellt sich die Frage, inwieweit die Namensgebung der Parteien als 'Volksparteien' Aussagekraft ber die strategische Positionierung dieser fr das gesamte 'Volk' hat. Ist die VP 'Volkspartei', nur weil sie dessen Namen trgt? Zu Beginn dieser Arbeit untersucht die Autorin, ob die sterreichische Volkspartei eine 'Volkspartei' im eigentlichen Sinne ihres Namens ist. Denn laut einer Analyse westeuropischer 'Volksparteien', durchgefhrt von Mller (2005), hat sich ergeben, dass der Begriff der 'Volkspartei' zusammen mit den verschiedensten ideologischen Richtungsbezeichnungen verwendet wird, die von linkssozialistischen ber (wirtschafts) liberale bis zu christdemokratischen und konservativen Parteien reichen. Whrend sich einige Parteien dabei als Vertreter von ethnischen Minderheiten nur auf einen jeweils geringen Teil des Staatsvolkes beziehen, wenden sich andere Volksparteien mit ihrer Politik an die Gesamtheit des Staatsvolkes. Die brgerlichen 'Volksparteien' wollen sich an das ganze Volk wenden, nicht nur an einzelne soziale Klassen oder Schichten wie beispielsweise Arbeiterparteien. Ob nun die VP eine 'Volkspartei' darstellt oder nicht, wird die Autorin anhand der archetypischen Version einer 'Volkspartei', genauer gesagt an der Theorie der 'Catchall Party' von Otto Kirchheimer (1966) durch die Heranziehung von literarischen Primr und Sekundrquellen testen. Um im Weiteren die Grnde fr die seit den 70er Jahren sinkenden Wahlergebnisse der VP feststellen zu knnen, wird ein genaueres Augenmerk auf die innerparteiliche Organisationsstruktur der sterreichischen Volkspartei gelegt werden, die entlang der Lnderorganisationen (fderale Struktur) sowie entlang der zentralen Bnde der VP (funktionale Struktur) verluft.
