Whrend im weltweiten Rahmen die flugtechnischen und administrativen Normen und Standards, die im Rahmen der Internationalen Zivilluftfahrtorganisation (ICAO) gelten, unverndert ihre wichtige Bedeutung behalten, findet sich im organisatorischen und wirtschaft lichen Bereich eine verstrkte Hinwendung zu den Mglichkeiten regionaler Zusam menarbeit und zur Orientierung an regionalen Gemeinsamkeiten. Die Europische Zivilluftfahttkonferenz (ECAC), die Afrikanische Zivilluftfahrtkommission (AFCAC) und die Lateinamerikanische Zivilluftfahrtkommission (LACAC) haben ihren Ttig keitsbereich in den letzten fnf Jahren merklich erweitert und vertieft, der Arabische Zivilluftfahrtrat (ACAC) ist in diesem Zeitraum neu entstanden. Im afrikanischen Rahmen soll die Frage der Flugtarife in einem neuen Gremium (AFRATC) behandelt werden. Auf wirtschaftlichem Gebiet fhren Entwicklungen wie das enorme Anstei gen der Treibstoffpreise, Vernderungen in den internationalen Wettbewerbsbedin gungen und die amerikanische Deregulierungspolitik zu Ergebnissen, die eine engere Zusammenarbeit im regionalen Rahmen generell begnstigen. Das verstrkte Interesse und die seit 1977 einsetzenden aktiven Bemhungen der EG um die Erarbeitung einer gemeinsamen Politik auf dem Gebiet der Zivilluftfahrt fgen sich daher in eine allgemeine Entwicklung ein. Sie erscheinen von daher als ein durchaus realistischer Ansatz fr eine Weiterentwicklung der europischen Luftfahrt im internationalen Rahmen. Der EWGVertrag von 1957 bietet eine Vielfalt von Mglichkeiten fr verstrkte Konsultation, Harmonisierung, Kooperation und Inte gration, die auch fr die zivile Luftfahrt genutzt werden knnen.
