Vor dem Hintergrund, dass der gut situierte Reichskanzler Otto von Bismarck mit der Einfhrung der Sozialgesetzgebung die untere Schicht davon abhalten wollte zu revoltieren, um damit einhergehend den sozialen Frieden zu erhalten. Die Ziele der gesetzlichen Krankenversicherung (GKV) sind heutzutage weitreichender, z. B. wird bislang eine parittische Finanzierung angestrebt, damals zahlten Arbeitgeber ein Drittel und Arbeitnehmer zwei Drittel der Beitrge. Bevor die GKV eingefhrt wurde, versorgten die Kinder ihre evtl. kranken Eltern, die Nachkommen waren somit u. a. zur Altersabsicherung gedacht. Das ist heute prinzipiell nicht anders, auch wenn nicht mehr die eigenen Kinder fr ihre Eltern im Krankheitsfalle finanziell direkt aufkommen mssen, so sind die Kinder die knftigen Beitragszahler. Aber weil die Kinderlosigkeit in heutigen Zeiten nicht lebensbedrohend auf den einzelnen wirkt, entscheiden sich viele gegen den eigenen Nachwuchs, beispielsweise um materielle Vorteile zu erhalten. Falls dann ein Mensch im Alter ohne eigene Kinder erkrankt und/oder nicht mehr arbeitet, versorgt ihn die Solidargemeinschaft. Die GKVAusgaben betrugen im Jahr 2002 ca. 57 Prozent der gesamten Gesundheitsausgaben, womit die GKV ein wichtiger Trger der Gesundheitsausgaben ist. Beinahe 90 Prozent der deutschen Bevlkerung ist im Krankheitsfalle gegen finanzielle Risiken durch die GKV abgesichert. Aus diesen Grnden kommt dem GKVSystem sozial und gesundheitspolitisch eine eminente Bedeutung zu.
