Hoy, la participacin ciudadana es condicin indispensable para la democratizacin de la escuela pblica en el Per y Amrica Latina, sin embargo, an persiste una cultura escolar autoritaria. En este contexto, la investigacin cualitativa dinmica participativa en actas de reuniones del Consejo Educativo Institucional (CONEI) ha encontrado que en dichas reuniones predomina la agenda sobre temas administrativos y econmicos, por encima de los pedaggicos y de gestin acadmica, siendo el conflicto un tema transversal. Asimismo, la participacin de los actores tiende a equipararse con acto de presencia en la reunin, frente al protagonismo del director y los docentes, y la exclusin o autoexclusin de los padres y estudiantes. Por otro lado, el discurso se percibe problemtico y muestra una visin ideal de la participacin pero negativa del conflicto que se resuelve por negociacin de intereses o por evasin, mientras que los acuerdos son tcitos y no fruto de la discusin y la propuesta. As, se revela una dinmica participativa desigual, formal, burocrtica, unidireccional y conflictiva, mientras se destaca el carcter micropoltico y macropoltico de la participacin escolar.
