An dieser Stelle sollen die Unterschiede zwischen Koka und Kokain deutlich abgegrenzt werden. Dazu gebe ich einen Einblick in die Kultur und Sozialgeschichte der Kokapflanze. Weiterhin berichte ich ber den Anbau und die Ernte der Kokabltter. Nachdem die Kokapflanze und ihre wesentlichen Eigenschaften erlutert wurden, werden der Produktionsweg von Kokain und die unterschiedlichen Wirkungen von Koka und Kokain thematisiert. Als nchstes soll die Entwicklung und das Ausma des Drogenproblems in Peru analysiert werden. Dazu gehe ich nher auf den eigentlichen Drogenkonsum und den internationalen Drogenmarkt ein. Der Schwerpunkt der Hausarbeit soll unter Punkt vier betrachtet werden. Um die Drogenpolitik im Fall Peru erlutern zu knnen, mssen mehrere Aspekte ermittelt werden. Zum einen muss die rechtshistorische Entwicklung des Landes kurz angesprochen werden, um die nderungen im politischen Wesen nachvollziehen zu knnen. Zum anderen werden die Grundzge der Drogenpolitik erfasst. Unter dem Punkt Politik und geltendes Recht soll die Prvention, die Substitution und alternative Entwicklung, sowie die Kontrolle und Repression der peruanischen Politik vorgestellt werden. Weiterhin werden die institutionellen Rahmenbedingungen und die Umsetzung der Politik und deren Wirksamkeit an dieser Stelle bearbeitet. Bevor ich die Hausarbeit mit einem Fazit beenden, soll das Augenmerk auf die Antidrogenpolitik gerichtet werden. Auch an dieser Stelle werden die Punkte Repression und Verfolgung, sowie die Alternativprojekte fr den Kokaanbau in Peru dargestellt.
