Am Sektor Wasserkraft speziell Hoch und Mitteldruckanlagen mit einem hohen Anteil an Hohlraumbauten fehlen jedoch erfolgreiche Projektrealisierungen. Die baugrundbezogenen Risiken solcher Projekte mssen einer fr den Konzessionsnehmer akzeptablen "Risksharing" zugefhrt werden. Das hier vorgestellte alternative Modellkonzept "K E F I R" ist eine Ergnzung zu etablierten Vertragsformen, um deren grundstzliche Anwendbarkeit auf Hohlraumbauten bei BOTModellen sicher zustellen. Die Intention von "K E F I R" ist dabei die Stimulation von Innovationspotential und Knowhow der Bieter in einem internationalen Wettbewerb, in welchem die Erwartungshaltung in den Baugrund und seine Bearbeitbarkeit dem Wettbewerb unterzogen wird. Die maximale Risikotragung aus dem Baugrund wird durch eine vom Konzessionsgeber vorgegebene monetre Grenze festgelegt. Spekulativ Tendenzen werden durch eine Bonus/MalusRegelung hintan gehalten. Die Risikobegrenzung forciert einen breiteren Wettbewerb mit hheren Realisierungschance bei verringertem Projektsfertigstellungsrisiko.
