Im Mai 1984 konnte der Brgerbeauftragte des Landes Rheinland Pfalz auf eine erfolgreiche zehnjhrige Amtszeit zurckblicken. Mit der Errichtung dieses Amtes hat RheinlandPfalz das Petitionswesen in der Bundesrepublik Deutschland um eine auerordendich inter essante Variante bereichert. Damit fgte sich dieses Bundesland in die lange Reihe der westlichen Demokratien ein, die auf diesem We ge die Kontrollrechte ihrer Parlamente zu strken und die Petitions rechte ihrer Brger zu intensivieren suchten. Das Interesse an der Er richtung solcher Institutionen setzte in der westlichen Welt zu Be ginn der sechziger Jahre ein; Vorreiter der Bewegung waren dabei vornehmlich die Lnder, die nicht wie etwa die Bundesrepublik Deutschland ber ein funktionsfhiges Verwaltungsgerichtssystem verfgen. Sie griffen damit die erstmals in der schwedischen Ver fassung von 1809 verankerte Idee des Ombudsmans als Instrument der Verwaltungskontrolle auf. Als Ursachen der heute diagnostizier baren weltweiten Verbreitung des Amtes lassen sich u. a. anfhren: die zunehmende Okkupation aller Sozialbereiche durch den Staat und die damit verbundene Ausweitung der Verwaltungsapparate, ein Sachverhalt, der zur Ausweitung des Konfliktfeldes zwischen Brgern und Staat gefhrt hat, die zunehmende Hilflosigkeit des Brgers im Dickicht staatlicher Verwaltungsvorschriften, die sich ausweitende Verrechtlichung aller Bereiche staatlicher T tigkeit und staatlichen Verwaltungshandelns, der Wunsch nach einer, zumindest partiellen, Wiederherstellung des infolge des Funktionswandels des Parlamentarismus teilweise verloren gegangenen parlamentarischen Kontrollrech ts, 5 der Abbau des Informationsdefizits des Parlaments gegenber der Exekutive, die Absicht, die (expost) Partizipationsbereitschaft der Brger zu frdern, ihr Wissen ber Defizite und Problembereiche staatlichen Handeins in den parlamentarischen Entscheidungsproze einzu
