Das Jahr 2010 stand im Zeichen der Eurokrise, bei der die Staats und Regierungschefs im Europischen Rat die Weichen fr die Reformen der Wirtschafts und Whrungsunion gestellt haben. Seit der Krise hat der Europische Rat unter den Institutionen mit Abstand die grte Rolle gespielt. Der mit dem Vertrag von Lissabon 2009 neu eingefhrte Prsident des Europischen Rates, Herman van Rompuy wird dabei in der politischen ffentlichkeit selten wahrgenommen. Grnde hierfr sind in der Beschaffung dieses neuen Amtes zu erklren, welche, unter anderen, von zahlreichen Vertretern der Mitgliedsstaaten im Europischen Konvent verhandelt wurden. Die Analyse der Verhandlungen im Europischen Konvent zeigt, dass sich die Mitgliedsstaaten mit einem Prsidentenamt mit sehr eingeschrnkten Handlungsoptionen durchgesetzt haben. Im Rahmen dieser Einschrnkungen hat Herman Van Rompuy jedoch in der Vermittlung zwischen den Staats und Regierungschefs in der Eurokrise einen wichtigen Beitrag geleistet.
