Vor diesem Hintergrund erfolgt zu Beginn eine Einfhrung ber den bisherigen Verlauf des Ausbaus der Offshore Windenergie innerhalb Europas, wobei der Schwerpunkt sowohl auf der technischen Entwicklung der Windkraftanlagen als auch auf dem derzeitigen Stand der kommerziellen Nutzung der Offshore Windenergie in den Meeresanrainerstaaten der Nord und Ostsee liegt. Dem folgt im 3. Kapitel eine Darstellung der klimapolitischen Ziele der Europischen Union und der daraus resultierenden Notwendigkeit, den kologischen Transformationsprozess des Energieversorgungssystems fortzusetzen. Besonders hervorgehoben wird dabei die Nutzung des Offshore Windenergiepotenzials, das einen wichtigen Beitrag zur Erreichung der nationalen und europischen Klimaschutzziele leisten soll. Das 4. Kapitel setzt sich anschlieend mit den unterschiedlichen politischen Rahmenbedingungen der europischen Mitgliedsstaaten zur Frderung der Offshore Windenergie auseinander, wobei zwischen den staatlichen Vergtungssystemen und Regelungen zur bernahme der Netzanbindungskosten differenziert wird. Innerhalb des 5. Kapitels erfolgt eine Untersuchung der Neuausrichtung der Erzeugungsstrategie der deutschen Energieversorgungsunternehmen. Dabei wird das Potenzial der Offshore Windenergie im Vergleich zu diversen erneuerbaren Energietechnologien aufgezeigt.
