Dieser Frage wird zunchst durch die Darstellung von Schulversuchen zur gemeinsamen Erziehung und Unterrichtung behinderter und nichtbehinderter Kinder und Jugendlicher nachgegangen. Die gesetzlichen Regelungen der einzelnen Bundeslnder werden im berblick dargestellt schwerpunktmig das nordrheinwestflische Gesetz zur Weiterentwicklung der sonderpdagogischen Frderung in Schulen von 1995. Grundstzliche Rechtsfragen zu Schule und Grundgesetz, insbesondere zur Bedeutung des Diskriminierungsverbots (Art. 3 Abs. 3 Satz 2 GG), werden errtert und durch die Entscheidungen hchster Gerichte konkretisiert bzw. auf mgliche Auswirkungen fr den Verwaltungsvollzug in NordrheinWestfalen geprft. Als moderatere, effektivere und realistischere Alternative zu einer uneingeschrnkten Integration nach dem AllesoderNichtsPrinzip erscheint auch unter dem Aspekt des Finanzierbaren ein abgestuftes Institutionensystem mit verschiedenen integrativen Angeboten und auch zeitweiliger separativer Frderung. About the Author Die Autorin: Erika Link, Jahrgang 1945, studierte von 1966 bis 1969 an den PH Hannover und Neu. Nach Ablegung beider Staatsexamina fr das Lehramt an der Grund und Hauptschule Schuldienst in der Hauptschule bis 1992. Zwischen 1987 und 1991 zweites Studium (Erziehungswissenschaft, Neuere Geschichte, Psychologie) an der Universitt Dsseldorf. Pdagogische Mitarbeiterin in den Sonderschulreferaten des Kultusministeriums NRW 1992 bis 1995. Von 1995 bis 1998 pdagogische Mitarbeiterin und stellvertretende Leiterin der Regionalen Arbeitsstelle zur Frderung auslndischer Kinder und Jugendlicher (RAA) in Mlheim/Ruhr.
