En los ltimos aos, se ha criticado la poltica europea de cooperacin al desarrollo por ser incoherente con la poltica agrcola comn. Sin embargo, son pocas las investigaciones que argumentan esta crtica. En esta lnea, este estudio muestra la incoherencia entre ambas polticas a partir de analizar y evaluar el Protocolo del Azcar CEACP como un instrumento de cooperacin comercial. Estos compromisos comerciales sobre el azcar CEACP se adoptaron en 1975, y se mantienen en la actualidad, siendo de especial inters debido a la provisin distintiva del Protocolo en el sistema de cooperacin CEACP. A pesar de que la aplicacin del Protocolo ha implicado sustanciales transferencias para algunos pases ACP participantes, stas no han logrado, en general, la expansin del bienestar econmico de dichos pases. Dan soporte a ello determinados elementos influyentes tanto en el diseo como en la aplicacin del Protocolo. En consecuencia, se aportan lneas de mejora de la cooperacin europea al desarrollo de los pases ACP beneficiarios del Protocolo del azcar, en el marco de la nueva cooperacin comercial CEACP y de la propuesta de reforma del mercado europeo del azcar.
