La vieja contraposicin entre lo urbano y lo rural, que en otras pocas ha podido servir para explicar dos diferentes maneras de vivir y de ser, se diluye hoy, si se considera que el proceso de urbanizacin se enfrenta a ambos espacios, cuya modalidad es el proceso de ocupacin, en un territorio modelado por el hombre. El continuum de los espacios rurales y urbanos, como elementos integrantes de las nuevas ciudades, puede contribuir a mejorar la calidad de vida de los habitantes de lo que en esta investigacin denominamos como Auras Urbanas del territorio de los municipios, que permita el uso y disfrute de la naturaleza por parte del ciudadano, sin destruir el patrimonio ambiental y cultural de su entorno, todo ello como materia de gestin municipal. El problema es cmo ordenar y gestionar un territorio que es continuum entre lo rural y lo urbano, sobre el que se proyectan competencias y atribuciones de diferentes organismos administrativos, que entran en conflicto por criterios contrapuestos, segn la perspectiva que se adopte, en la competencia de los diferentes niveles de gobierno.
