En este texto se estudian las caractersticas del Ayuntamiento de Holgun, Cuba, en vsperas del estallido de la Guerra de los Diez Aos (1868 1878) y durante el transcurso de la misma. Est estructurado en tres epgrafes: el primero sobre las caractersticas generales de la administracin colonial espaola y del rgimen municipal vigente en Cuba hacia 1868; el segundo dedicado a mostrar las caractersticas del Ayuntamiento de Holgun y la situacin socioeconmica de la Jurisdiccin holguinera en vsperas de la Guerra, y el tercero para analizar su evolucin entre 1868 y 1878, teniendo en cuenta el profundo impacto provocado por la Guerra, el deterioro de la situacin socioeconmica y cmo todo ello influy en el funcionamiento de las instituciones locales, abordando tambin los cambios poltico administrativos del perodo. Una serie de anexos complementan la exposicin, incluyendo el listado completo de los miembros del Ayuntamiento holguinero durante el perodo abordado.
