La presente investigacin se plante como problema de trabajo los impactos positivos y/o negativos que la problemtica social venezolana ocasiona al subsistema de formacin docente y tuvo como base el procedimiento metolgico de la investigacin cualitativadescriptiva de impacto. Su universo de estudio fue la Universidad Pedaggica Experimental Libertador (UPEL). Sobre la base de supuestos e hiptesis se estudiaron tres variables, consideradas de influencia en los procesos organizacionales, administrativos y acadmicos de este tipo de organizaciones universitarias. La orientacin terica se bas en conceptualizacin de ideas, de teoras sociales y educativas que tienen presencia activa en el campo de las ciencias sociales. Para fortalecer el estudio de las variables se analiz un conjunto de de indicadores que tienen relacin directa con ellas. La utilizacin de instrumentos metodolgicos permiti recolectar una considerable cantidad de datos, que una vez procesados aportaron valiosa informacin sobre el tema de estudio.
