Esta investigacin sobre el trienio adeco, acotada por la bsqueda de las conquistas de la ciudadana alcanzadas en el perodo, fue tesis doctoral del autor en la Universidad Catlica Andrs Bello. El lector tiene entre sus manos una indagacin completa y esclarecedora acerca de las reformas que comenzaron el 18 de octubre de 1945 (con la cada del gobierno de Medina Angarita) y se detuvieron el 24 de noviembre de 1948, cuando fue depuesto el maestro Rmulo Gallegos y Venezuela regres a la gida militar reaccionaria. En el perodo estudiado, Rmulo Betancourt y Accin Democrtica se propusieron la consolidacin de una democracia liberal representativa, sobre la base de las instituciones partidistas y apoyada en el desarrollo de cuatro lneas fundamentales: un movimiento sindical moderno; la democratizacin de la educacin; la conversin del petrleo en el eje del desarrollo nacional y la sustitucin de las importaciones por la creacin de una industria verncula. Adems, en el trienio la mujer pas a ser sujeto poltico por primera vez en nuestra historia, a partir de las elecciones de diputados a la Asamblea Constituyente y, luego, con la Constitucin Nacional de 1947. Esta nueva investigacin de Arriz Lucca confirma el empeo del autor por desentraar las claves de la historia poltica contempornea desde una perspectiva politolgica moderna, asentada en el concepto de ciudadana.
