Prognosen des Finanzplanungsrates von Bund und Lndern zufolge, wird das Staatsdefizit in Deutschland im Jahre 2013 zwei Billionen Euro Grenze erreichen. Im Hinblick auf diese expansive Fiskalpolitik bereitet 86 Prozent der Deutschen, einer Stern Umfrage nach, die hohe Staatsverschuldung Sorge. 'sehr groe Sorgen' machen sich sogar 23 Prozent. 39 Prozent machen sich 'groe Sorgen'. Etwas Sorgen' machen sich 24 Prozent. Keinen Anlass zur Beunruhigung sehen 13 Prozent. (siehe Anlage: 1) An dieser Stelle knnte man sogar die These aufstellen, dass die Brgerinnen und Brger verantwortungsvoller mit Geld umgehen wrden, als ihre gewhlten Vertreter. Welche Mglichkeiten gibt es berhaupt fr den deutschen Brger bzw. fr die deutsche Brgerin Einfluss auf die Finanzen zu nehmen? Wie sieht es in anderen Lndern mit Elementen der direkten Demokratie aus? Zur Beantwortung dieser Frage legt die vorliegende Arbeit in Kapitel drei einen besonderen Schwerpunkt auf das Finanzreferendum in der Schweiz. Des Weiteren wird sie sich mit den direktdemokratischen Elementen der USA beschftigen. Auerdem zeigt sie Mglichkeiten der direkten Beteiligung in Deutschland auf, wird allerdings das in Deutschland existente Finanztabu' nicht auer Acht lassen. Abschlieend stellt sich die vorliegende Arbeit dann der Frage: Inwieweit bietet die Finanzverfassung in der direkten Demokratie vorteilhafte Auswirkungen auf volkswirtschaftliche Gren eines Staates oder sollte die Regulierung von Finanzfragen doch lieber das Knigsrecht' der politischen Vertreter bleibe
